The project is led by the Republic of Türkiye Lüleburgaz Subgovernorship and implemented with Targovishte Municipality in Bulgaria and Tomai Municipality in Moldova. It brings three local authorities together to make public services more efficient, inclusive, accessible and sustainable.
Local authorities across the Black Sea Basin share challenges such as ageing digital infrastructure, limited digital literacy, inefficient services, insufficient citizen engagement and environmental sustainability concerns. eLocal responds through innovative digital solutions, capacity-building and local Digital Transition Strategies.
Digital infrastructure will be developed in Lüleburgaz, Targovishte and Tomai through smart waste management, Geographic Information System solutions, digital security, mobile applications and citizen engagement tools.
At least 75 public officials will strengthen their digital skills, while a minimum of 150 citizens and local stakeholders will take part in digital literacy and civic engagement activities.
Digital Transition Strategies for all three cities will provide long-term roadmaps for modern services, greater transparency, stronger citizen participation and sustainable digital governance.
Transnational cooperation enables the partners to share knowledge, exchange good practices, develop common solutions and strengthen trust among local authorities in the Black Sea region.

Capacity Building and Digital Literacy
Strengthen the digital competencies of public officials and citizens through targeted training, seminars and practical learning.
Participatory and Sustainable Local Governance
Increase citizen participation and develop long-term strategies that promote transparency, sustainability, environmental responsibility and inclusion.
